Like the other guys said, either eat the extra shipping charges (BTDT) or refund the guy's money and move on.
Nobody ever said selling stuff long-distance is easy -- boxing & shipping is a hassle.
BTW your original quote sounds low to me. I just paid $110 to have a 911 engine trucked from Seattle to L.A. It was paletted and crated in an awesome wood box. I can't imagine shipping an engine w/o a sturdy crate, even if the shipper would "let" you. Sounds like just asking for trouble.
Also FYI, apparently UPS will no longer accept wheels and tires w/o boxes either. They will still ship tires alone, strapped together in pairs, but wheels or wheels+tires must be boxed. That almost doubles your door-to-door shipping cost.
