Daughter and son-in-law llive in a very nice subdivision in the Richmond area (East of Houston) and all the fences are the POS wood posts you describe and if the contractor actually used any concrete in the post holes it was damn little. After 4 years boards are coming unnailed, posts rotting and leaning and some of the 2x4's are so warped they have pulled off the posts...
Some of the homeowners will replace with good fence as you did, some with more of the cheapest they can get and some not all. Neighborhood will shortly be a patchwork of crappy fencing..
