Since I totally overhauled my cooling system , my gauge does the same. Highway speeds it runs to the left of the blue mark , because wind is passing through the radiator! When I pull up to the lights , the temp creeps up to nearly midway and the fan kicks in pulling it back to the blue mark.
My climate is milder than yours so I installed a low temp thermal switch for peace of mind given our warm to hot summers.
