cone screw torque on shift coupler

Bentley ( '84 targa) says 23nm or 17 ft/lbs of torque on the cone set screw for the shift coupling, (which is the exact same as they specify for the large bolt on the shift coupler clamp) is it just me or does this seem like way too much torque for this tiny set screw into the diecast aluminum threads?????? Does this set screw really need to be in that tight, esp. if using loctite?
