If there's enough meat on the head for a drilled hole-through, it's doable (albeit internal hex head bolts are usually of harder material). This is not a high vibration/high load area, but a loose/non-existent set screw would be an issue. Not sure how a hex key (L-shaped?) would prevent a fastener from rotating unless the key were to butt up against something to fix that position in place.
