Regarding the above two observations, is the visual content of that photo really sufficient to warrant them?

Also, consider:

It left a mangled mess of wooden planks, metal supports and black tarpaulin atop 15 vehicles that had just passed through inspection booths."

First, the bold black words describe what the temporary structure's purpose is (the construction will be completed).

Second, the bold black words also describe the materials with which the structure was built (materials commonly used to build scaffolding).

Third, pretend that you guys are the, most likely low level, newspaper writer writing the article, at the junior high school level that newspaper articles of this nature are usually written, and tell me, what word would you use to replace the red word?

I'm just amused. Because it's amusing what banal and innocuous things form the basis for contentious remarks here.
