Unless you drill holes in the manifolds to get vacuum you will get no vacuum advance.
It doesn't mater if you plug the canister or leave it open, I plugged mine just because it looked like it needed a cap.
Set your distributor so that you get total advance at 3000 rpms and see how it runs. You may have to adjust your idle and perhaps the timing a bit to get it to run smooth for the street.
