I'm with Merlin on this one. I'd guess the headlight is contacting something in the wheelwell causing it to unclip the spring loaded detent. If it's not hitting anything gravity alone would pull it down when the headlights are retracted. I'd jack the car up and look up from underneath to see what might be getting in the way.
