I don't know when was the last time the order was given (by any government) but I think some people are getting confused with "normal" law enforcement and dealing with terrorists.
Terrorists are not simple criminals trying to get away with something. Their actions are about making a political statement and forcing change by these actions.
Their main aim or objective is to terrorise a population. The most recent example of this is what happened in Spain after the train bombings. (11 March 2004)
This lead to a change in government and their troops withdrawn from Iraq.
Terrorism in Europe has a long history and they have learnt the hard way there really is only one way to deal with it.
... And consequently very few terrorists have ever been brought to trial.
Most are killed in gun battles or are eliminated by some special force set-up to deal with them. Most of these killing happens in secret.
I'm not saying I agree with it.
BTW. Not that long ago we used to hang people down here for buggery.
