Have you considered simply using Google Documents?
It's free, will most likely be exactly what you want, cloud based, more than one user can access files at a time, just back it up frequently in case of a huge Google catastrophy.
I set it up for my company and everyone loves it.
You get Word and Excel type access - a spreadsheet should do what you want.
