Yep. I was in exactly that predicament. I too could make the highs come on by holding the stalk back in the 'flash' position.
I just pulled out my switch/stalk, bent the middle 'arm/contact' up so it is firmly against the 'upper' contact (low beam position) so I can drive to work a couple of times a week in the dark. And I mean I bent it pretty good, about 15 degrees so I knew it would stay pressed aginst the other low-beam contact. I only have low beams now, but with the H4s, no problem! New switch is at the ready; just need to install it. Used ones (or if you are lucky like I was) even new ones can be found for $50-$60.
