The temp permit is probably just temp registration. I'd get my insurance company to issue you temp insurance untill you get full coverage on the car.
If your getting the PPI done at the same dealership your buying from is sort of a mute point....best to take the car to a independant shop to get a PPI done. Then work on your deal.
