Both work well. Carbs require less tuning initially than a complete EFI set up with ITB's. Since you mentioned bang for the buck I think they can be ruled out especially Motec...

No matter which way you go the biggest bang for the buck once done will be to change to a bigger cam profile.

The 3.4 with ITBs that I built a couple years back was a great motor, wicked throttle response, settled to idle everytime, no running issues at all, but we spent the time to tune it properly. Made around 325hp with a really wide power band.
