My guess is what you read was about how the BBC lost F1 for next year and will only show a few races. That was the big deal announced a while back with SKYTV or something...in the UK.
I doubt that anything changes with SPEED channel in the US, especially with 2 potential races in the states in the next year or 2...
If by PPV you mean more than basic cable, sure, but that's been the case for years, speed is genrally part of a cheap package of extras for most providers, just above basic offering... True PPV, like boxing or WWF ? Nah, haven't heard anything like that...
Although I kinda wish. I could then drop most of my TV extras and get bare-bones-basic cable + buy the occasional PPV race at Spa or Monza, and ignore Dubai or Abu dhabi yawn fests !
