67 yards of fill in 5 gallon buckets???? Fook me. Would it be possible to haul in with a Dingo? Could you fill with sand? Can you deposit with a concrete truck and pumper truck????

I picked up some concrete tools a few months ago and one brand that seemed alright was Wacker brand. Spy craigslist and eBay for ones in great shape. I really wouldn't worry about your tamper. Worry about finding an easier way to get the fill to the site.
