The one on the left has access to the ramp whereas the one on the right does not if someone has used the LH one. Therefore, it is either not HC or not compliant. Take your pick. I'm not saying the RH person can't walk around the back of the vehicle because the LH person has to anyway. But, that's not how the design works.
The best way to handle this is to make both spots into one wheelchair van spot. However, there may be a certain number of parking spots on the parking plan approved by the city. You do as they tell you to do and that is the way it is enforced.
This comes from one who has submitted parking plans. Sometimes it's crazy.
