just wrote my own request to the court, in legal mumbo jumbo form.
Basically found a request online , something from a divorce/adultary request to assign a baillif to bust the adultoror, whatever.. took that letter, threw out the stuff i don't need, and put in the stuff i do need.

now i gotz me a proper looking request, stating the known facts, and the legal articles i wish to see implemented based on those facts.

The lawyer quoted me 85 euro for this letter, and he failed to provide me with any kind of accounting as to how he ended up with 500 euro for the entire procedure..
I basically wrote the letter for free, i can drop it off at the courthouse for free, i can provide the police records and city hall records, for free.. And i don't believe one minute that the court will charge me 415 euro to file it. I payed good taxes already, those taxes pay for the court system.
