It was done before the play was over if I read correctly...
Also, if a Skier started celebrating while doing their run they are costing themselves time!!! No need to have such a rule as a good skier is going to maximize his run, and raising arms or throwing them out to celebrate before the goal line is gonna cause extra drag.
Premature celebration is a good way to look stupid and get pwned.
