bell, first I'm sorry to hear about your financial troubles.
Second, I don't know about the issue refund action. BUT pp (paypal) might charge you a fee anyway -- or two fees, who knows.
What you might do is contact the buyer, tell him what is going on and ask if he wants to send you a money order.
Many people are refusing to use paypal because of such things. Paypal has been screwing consumers for many years, decades IIRC. Numerous state Atty Generals sued them and forced them into a consent decree some time ago, but it is like squeezing Jello in your fist -- it will ooze out somewhere.
