The rev limit is built into the chips in the brain. You might be able to get a set of chips with a switch that selects between lame and wicked. I've heard of custom chips with as many as 4 or 8 sets, but no idea on cost of the modification.
Maybe a GPS phone with tracking?
Hate to say how many times the 16 year old driver discussion has gone through the 928 groups, some oppose, some favor, some have had great results, some less so. Its a very fast car, but its also a very safe car.
I'd worry a lot more about the boyfriend driving it.
