Main catch I see with a 928 is that it has a lot of torque, so a 3000 rpm rev limit would not keep reckless speed out of the picture. A lower limit would be a bit ridiculous to drive.
Well, maybe the best thing is to have the teen go get a job to pay for the insurance, gas and upkeep not to mention the cost of the car. It will be more appreciated and respected believe me. I was so happy back then to have a car, a 56 Chev 6 cyl, auto. I didn't worry about revs, only if it ran!!!!!! I hated taking those Chicago buses to college and work.
