The cop was a tool. You should have said you don't have your wallet - no id. Since you're not operating a motor vehicle there is no reason to have ID.

No reason to have ID. I've been reading on this state by state. It can be vague. For instance, if the cop in any state has reason to arrest or cite, he has the right to obtain ID or proceed to the jail or court.
One valid reason in many states is simply "delaying" or "obstructing" the officer. I'm sure the thought that goes through a cop's mind as he intends to cite is
do I have grounds to take this person in if this doesn't go smoothly.
Seldom is a cop made a fool by a citizen. They do alright on their own.
