Any car can be made to over or under steer. From the factory most cars are setup to under steer for safety reasons. That being said I had a 79 VW Scirocco that I autocrossed. We set it up to oversteer very badly and it was awesome. If you got into a long sweeper the tail would just come out and with an LSD up front you could just hammer on the throttle and the nose would pull you around. It was a perfect FWD drift car.
On cars setup close to neutral or with just a little understeer you can bump up the tire pressure in the rear and get them to just neutral or a little oversteer. Also a big rear sway bar helps.......

Easy enough to get a 911 understeering......ths is the sharpest FWD car Ive ever driven. Renault Megane RS250. It has a trick front diff arrangement and its just a awesome thing. It will oversteer on lift off. Wife wants one badly.....
