Why is it sad? She is dressed in a manner that she likes and is not showing anything. If the kid is doing nothing wrong, and the parents don't step up to help what does that say about the parent? I say good for the parents for backing their daughter, even if I don't agree with the photo. It is not up to anybody to force their values on others as long as there are no guidelines/laws being broken.
I agree that style is not high on my list of favorites but I have no right to say she can't dress like that, nor does anybody else for that matter.
