Cars with mis-matched tires, or cheap-brand tires, or feathered tires but deep tread..... I always just put a set of four new tires on. I can always sell the tires, fully disclosed, for a disproportionate amount of money. Some people have $200 for a set of used 75% tires, but not $300 for brand new ones.
Because I have wholesale accounts and substantial discounts, by the time things are done it costs me $150-250 to have four brand-new name-brand mounted and balanced tires to replace the cheapo off-brand mismatched 50-75% tires that were on there. I feel I recoup my money selling the car, but that's hard to know for sure.
I would never buy a used set of tires unless they were true new car take-offs. Wheels are a completely different story.

Depends on what they're going on, for me. My 996 got basically new Michelin PS2s, with Mercedes I like to stick to Michelins, etc., but I've put used tires with some miles on cars before. The price/condition just has to make sense.
New, high quality tires are of course best but man, are they getting expensive. I spent $800 on a set of E- rated tires for my F-250 in Mpls 4 years ago. I'm sure they've gone up since.
