It's a letter stating there are no open recalls on a vehicle. It must indicate the VIN, and either be on letterhead with company logo, or service computer printout with the tech's business card (bearing logo) photocopied onto it.
It's required by the registrar of imported vehicles for any car less than 15 yeas old.
