Both.
People complain that there's too much regulation, yet here's a perfect example of what happens when there is no regulation and no significant competition. Barring any other limiting factors, a corporation, being an amoral, self-serving entity, will do everything it can to maximize profit.
So what do you do? A lot of people will gripe about it. Some will say "fuch that" and refuse to go to concerts (me), but most people will suck it up and pay. It appears to be working. Until a
lot of people stop going to concerts, things won't change.
