So I assume the meat in the meat pie is small chunks and some of the chunks look like a maggot.

Urban Dictionary: Maggot Bag

The meat in the pie (depending upon it's origin) can often be called into question in regards to the quantity and what could be defined as meat (a bit like lips and bums in a snag - sausage). Hence there may be a significant amount of ground grissle in the 'gravy'. Thus the maggot appearance. Most of the time they are still very tasty - you do get the odd dodgy one. The more quality pies have a greater meat to gravy ratio.

The pies are mass produced in a bakery and a quality baker will probably take offense to their pie being associated with maggots. It's something you may say around mates when referencing a pie, but you wouldn't normally refer to one when purchasing unless you knew the baker well, or you wanted to offend them (especially if they sold you a dodgy pie).
