The notch goes at the bottom to clear the voltage regulator.
There is no venturi effect, the fan moves about 1390 liters of air per second. That produces significant positive pressure. That is approximately 2800 cfm.
What is the polarity of your vent fan? It's a DC fan, if you hook it up backwards it will run backwards.
I would go component by component again.
