This (almost) closed throttle decel is a high-vacuum condition -- strongly suggests to me vacuum leak.

I know you mentioned spraying carb cleaner and not finding leak, but did you actually hook up a vacuum gauge? Lots of potential sources of vacuum leaks and false air . . .
