Being there like my firend was, and seeing the impending storm, there was no resone why the stage and the grounds were not evacuated is beyoud beliefe. The weather was terrible coming in from the west, lighting, winds, storms. The entire blame is on the D/E of the faregounds for her lack of understanding of the events.
