Just spent a week in Germany in the beginning of February - and Erakad is correct - in Germany, it works abundantly well.
Then again, the closing speeds are significantly greater in Germany than in most parts of the USA -- you've got cars doing 200+ (kph) in the passing lane, while trucks and low powered cars are doing 80 or so, if the cars in the passing lane aren't respected, then it can get messy real quick.
Technically, in both the USA and in Germany, sitting in the passing lane and not yielding to a faster car behind you is against the law. The difference is: in Germany, you will a. get a ticket, and b. potentially cause an accident, while in the USA, you just get high-beams in your rear-view mirror, an 'entitlement' attitude, a middle finger, and other road rage associated actions.
