That's a problem in TX, Dallas at least. It seems that there is an ordinance that requires at least one urinal be low, kid height. So if there is only one urinal it's the low one. Problem is they splatter and don't contain the stream when an adult uses it. So it's not really people missing, it's an accumulation of blowby.
