It is dynamically "leased".
The only benefit of dynamic to you is you don't need to do any configuration.
Dynamic is useful for WIFI devices like laptops/tablets/phones that are portable so they can attach to different networks quickly and efficiently.
But sometimes there can be a setting that causes the lease to expire too soon.
Since this is a wired desktop on a small network and has no real need to roam different networks setting a fixed IP makes sense.
It's' quicker than trying to figure out why the lease is constantly expiring, if it in fact is. Could be a bad cable/network card.
It will either fix the problem, or not, but it can help narrow down the possibilities.
