For a long time living here, this is the first time I heard this. Around here, people do it all the time. For the first several years, I couldn't eat my meal when people did this in the restaurant (or any eating place), but I slowly have to get use to it and keep telling myself that "I didn't hear it. I didn't hear it". The worst are those who blowed their nose, then put their napkin on their plate (after they finish the meal).
