Sure, lots of variables and maybe most important the parents attitude towards education. However, I dont believe you can just throw $$ at this or ignore the bottom because they have bad parents.

What?!?!? Vouchers are specifically for the poorest parents who could never dream of affording private school tuition. Anyone else can move to a better school district or put their kids in some private school. Every voucher pilot program I've ever heard of was targeted toward the poorest in the community (and vehemently opposed by the teachers' unions).
