I'll tell you how stupid people are. Our laws say you can't park any closer to a corner than 10 feet if there is no sidewalk. If there's a walk and a park strip of grass, you have to be behind the line of the walk. So, the city paints red lines from the stop parking point up until the curb starts to curve. They don't paint the actual curved part.
So where do you find people parking nowadays? At the apex of the curved sidewalk in between the red lines. IOW, caddy corner in the intersection. It's unmarked, so they park there.
I had someone block me in San Francisco many years ago. SF has legendary parking problems. I rammed his car all the way out into the intersection and drove off. Good thing his brake was set well.
