It all depends on the location of the red zone. If it is blocking something, it is not cool. Neither is blocking a crosswalk. If it is not an inconvenience to others and you do not leave the car, I see no problem with waiting in a red.
I also see no problem with waiting in a no parking.
I didn't say parking. I said waiting. There is a big difference.
If you leave the motor running and are aware that you are in the red and may have to move. No problem.
