Since federal law says tampering with emissions control is illegal; yes, you HAVE TO keep the evap canister in the US of A, whether your state inspection guy looks for it or not, or if said guy exists or not. granted most places don't give a hoot, but the rules are the rules.
If your car came with a catalyst, it, by law, must retain that catalyst or a functionally equivalent one (unless you're in CA, then the smognazi's mandate that you have an approved and functional emissions system) for all time.
Not saying I agree or disagree with the rules, but you did ask.
I put it to you that removal of the evap system doesn't have any benefits. I would make the argument that switching from 2 way cat + air pump setup to a 3 way cat sans air pump (and associated re-tune to avoid rich running for the 2 way) makes sense, but since bikes don't have air pumps, it's not remotely relevant.
