Sorry for the caps but that was necessary.

If he contacts his state rep or congressman, they will call the mayor. The mayor's office will ask the chief of po'lice wuz up. He doan don't like that and will tell the po-po's to do their job.
They doan like the heat from the big boss and don't want to get repremanded and will quit-the-sheet.

I know, I've seen me do it before.
I've called my elected o'ficial many times for help after exhausting all other means and have been happy with the result every time.
One time a local asshat clown first-day-on-the-job pulled over my daughter in her new car. Well it wasn't new, my wife had bought it a few days earlier from a local dealer. Anywho the registration details were in the front window, she had all the purchase papers in the glove box that showed that all DMV registration fees were paid, the corksucker didn't care and gave her a ticket for expired registration.
Now that's a fix-it ticket but still carries a $25 court filing fee.
I called the popo office and beotched, they didn't care about me or my little problem.
I called my state rep and it was all taken care of, including an oppology.

See this is how it works: They like getting elected. To do that costs money. Votes are expensive.
They have staffs.
They tell their staff members to make some phone calsl, drop some names, write a letter, call in a favor etc. That doesn't cost the rep anything and in return, he or she is almost guranteed to get your vote and your family's vote and everyone you tell's vote.
It's the easiest and cheapest way to get votes and they are usually more than happy to help.
