When dealing with a situation like this it is best to know who has jurisdiction over whom. State police exist for a function and it may very well may be that they have little jurisdiction over the local police.
Now, the federal police are a different matter. But that might not be appropriate here....yet.
The people to call are the state attorney general. If a crime has been committed and the locals won't do anything, the state will. As long as a state law has been violated.
Of course any communication or transport of goods or suspects over state line will automatically bring this to the FBI.
