I agree. My statement was made based on my state of residence, in which the State Law Enforcement Division trumps all lower level police departments (county or local) and also has the authority and duty to investigate allegations of wrongdoing, misconduct, nonfeasance / malfeasance, etc.
[by "state police" I don't mean the state patrol]
Another source of recourse
may be the Office of the State Attorney General. Then again, this office may just have the duty to cover the state's ass.
