I don't have a Tarrett, but I think it goes something like this.
Remove the existing eccentric bolt from the spring plate.
Install the new eccentric shaped "bolt" (now on the sway bar) so it fits into the slot of the spring plate above. There should be a corresponding nut for the eccentric. The upper rod end attaches to the hex end of the eccentric with a bolt.
The lower rod end attaches to the sway bar with a through bolt and nut.
