It's tricky Art. They would actually have to change owners for the term of the repair. So owners FFL to your FFL, transfer to you, you repair, you send to previous owners FFL, transfer back to them. PITA I know but that IS the protocol. Gunsmiths are required to have a "type" 1 FFL. Your C&R is a "type" 3 FFL. We are a "class" 3 SOT so you could send me a MIG 19 if you like. "Technically" If you do bluing and restocking you are considered a manufacturer, and need a "class" 2 SOT license to reflect that. There is a difference between a "class" and a "type" license.
