Don't allow them to ship anything you don't want stolen. If you do then make sure they write up and sign a LEGIBLE, item by item list of goods shipped.
I left the military in '97 and the shippers stole my garden hose reel and my floor jack. It took intervention from my local member of congress to get the items back. The grease-ball who stole the floor jack had to deliver it to me personally and he could not look me in the eye. The shipping company owner called me and explained that we had to accept a certain amount of theft from "the guys" or the work won't get done in a timely fashion. I responded with "bull$hit" and he had nothing to add.
