I don't remember much from school, but....I think....the sensors should send a small value back to the computer, even when inactive, to show they are connected and returning a signal voltage.
Not sure if 3.5% is the usual low value.

That 75% at WOT might be some cable slack(?). The potentiometer inside can get gummed up with carbon and get lazy.
You might be able to check the full TPS range using the scanner with KeyON-EngineOFF using the pedal and/or pushing the pivot.
