They are not just eproms. They are an eprom on a board, they call them PEMs, Programmable Eprom Modules. And sent the bad ones back as requested, they are $100 each. There are two PEMs that replace the chips in the EZK and LH ECUs. The Shark Tuner is a separate box that provides a USB interface to the ECUs thru the cars diagnostic port. The Shark Tuner was $900 and includes 2 PEMs. The Shark Tuner only needs to be connected to datalog, do live tuning, or upload/download programming to the PEMs. AND I found since the ECU uses a narrow band O2, there is a separate connection to the SharkTuner for the wideband O2.

From what I understand I am supposed to use the Shark Tuner to data log, then move the data to another program called Shark Plotter that parses the data into a easier to read graphical chart. Then open a map file and adjust the fuel and ignition maps. Upload the edited maps to the ECU and repeat until happy with tune.

The average improvement is 10% over stock maps. That means a car with 350 crank hp can get another 35 by improving the fuel and ignition maps. There are 5 separate fuel maps used in various combinations by the ECU depending on throttle position, load, and if O2 sensor is actively being used.
