After a little research, I think you might have a circa '73 Meyers Lancer. If so, very collectible in the world of vintage karting. Made by a guy named Walt Meyers when he had a shop in Bellflower CA.
If it's not a Meyers, it may very well be a "bucket bug" from Bug Manufacturing in Azusa CA. I think they have some archival pics on their site.
