When did .32ACP and .380ACP start to be considered "worthless"?

When did .32ACP and .380ACP start to be considered "worthless"? The standard "gangster" pistol was the Colt 1903 in .32 or .380ACP.

Now-a-days, no one likes to carry anything less than 9x19mm, and even THAT round is debated!

When did that happen? In the 1920's, I thought they generally used the Colt 1903 in .32 and .380ACP.
