Thanks, I don't think that's the issue here.

After an evening of wrenching I've concluded that working on a boat is just like a car with really crappy access. I pulled my steering cable last night, the steering at the wheel is still difficult with the cable disconnected from the drive so I'm concluding that the cable is bad or the guide tube on the power steering assembly is dirty/corroded. I'm going to clean out the tube as well as do my best to lube the existing cable for use on Sunday, the new cable won't arrive until next week.
